This bill would do two main things related to a luxury aircraft donated by Qatar to the U.S. Air Force:
Block personal use of the aircraft.
It would prohibit any aircraft provided by the Government of Qatar to the U.S. Air Force from being transferred out of the executive airlift fleet to any person or organization, including a presidential library, for the personal use of a president, a president’s family member, or another associate of a president. This ban would apply both during and after the president’s term.
Require a government review.
It would direct the Government Accountability Office (GAO) to examine the donation and use of the aircraft, including how the deal was arranged, whether there were any conflicts of interest or side agreements, and how much the aircraft and related equipment cost. The review would also look at the costs of modifying and testing the plane for use, where the money came from, whether other national security programs were affected, and whether the accelerated retrofit timeline created any security concerns.
The GAO review would also assess whether accepting the aircraft complies with constitutional and legal rules governing foreign gifts, including the Foreign Emoluments Clause and related statutes. In addition, the GAO would be asked to recommend changes to U.S. law to reduce conflicts of interest and limit misuse of taxpayer money for personal benefit.
The GAO would have to submit its report to the congressional defense committees within 90 days after the bill becomes law.
